Commit to not allowing arms exports to Israel
Dear Minister, I write with concern for the ongoing carnage in Gaza. I welcome the government’s statement that “Australia has not supplied weapons to Israel since the start of the Hamas-Israeli conflict,” however I wish to note that it is not clear if this includes exports of weapons parts where the Israeli Defence Force is the end user. Amnesty International is reiterating their call for an arms embargo on both Israel and Palestinian armed groups, and for an end to the supply, sale, or transfer of weapons, weapons parts, and munitions, as well as law enforcement equipment to Israel and Palestinian armed groups. I note that Lockheed Martin, the manufacturer of the F-35 fighter jet, has said that "every F-35 built contains some Australian parts and components.” A Dutch court has ordered the government to stop the shipment of F-35 parts to Israel in February because of the risk that they will be used in serious violations of international humanitarian law. I wish to express my concerns with Australia’s arms export approval process. What is approved is not public, nor is the end user of the export public, and there is no end use monitoring of the export. I also ask that the Australian government reforms the process so that there is transparency concerning what is approved, including the end user of the export, and so that there is end use monitoring of the export for serious violations of human rights. We must not approve defence exports where there is a serious risk of genocide or an overriding risk of these exports being used to commit or facilitate serious violations of international humanitarian law or international human rights law, in accordance with our obligations under the Arms Trade Treaty. I note that Canada, Spain, and Belgium, among other countries, have announced they will halt arms exports to Israel. I ask that the Australian government also commits to not allowing the export or arms or arms parts where the Israeli Defence Force is the end user of the export. Kind regards,
